
Business Manager
A highly skilled fiscal professional with more than 30 years of experience, Teresa (Terri) Johnston was named BVIU’s Business Manager in 2024. In her role, Mrs. Johnston leads all aspects of the agency’s financial operations, including payroll, accounts payable and receivable, budget reporting, and audit preparation. With a deep understanding of school business functions, she works closely with administrators across the agency to ensure sound fiscal management and compliance.
Since joining BVIU in 2007, Mrs. Johnston has been instrumental in implementing key business systems that have improved efficiency and modernized internal processes. She played a critical role in transitioning BVIU from a third-party payroll provider to an in-house system and helped develop digital tools for workers’ compensation reporting and purchasing. Her contributions have strengthened the agency’s financial controls and enhanced day-to-day operations.
Prior to her tenure at BVIU, Mrs. Johnston held fiscal positions at the Beaver County Career & Technical Center, Col-Fin Specialty Steel Corporation, Columbia Gas of Pennsylvania, and Stone & Webster Engineering Corporation. She also taught in the Culinary Arts program at the Community College of Beaver County, reflecting a commitment to education and professional development. Mrs. Johnston holds associate degrees in Accounting and Culinary Arts from the Community College of Beaver County.
